中国作为发展中国家，在十六大报告明确要求要以十六大精神为指导，全面贯彻落实"三个代表"重要思想，与时俱进，开拓创新，积极探索质量安全管理工作和标准化建设的新思路、新举措,尤其是随着农业经济全球化进程的加快17，从战略高度上重视和加强技术标准工作，尽快研究建立既符合我国国情、又能与国际接轨的标准化体系，适应世界自由贸易环境。
